Splash Overspend

The issue has still not been publicly discussed in Council and I was ruled out of order in asking when this would be at the Council meeting this week, as the topic was not on the agenda!.
Plan B was to talk to the press and this brought an immediate answer that it would be discussed in May.
Why it takes some eight months to debate an issue which was the subject of a confidential report last September is not clear. Could the fact that the May meeting is several days after the likely general election anything to do with this, with the Council leader being a parliamentary candidate?
