To improve Recycling

I read that the government is now suggesting that weekly refuse collection is no longer necessary and should be changed to fortnightly to enable more recycling.
Locally we have arrangements where both refuse and recyclables are collected each week, so this seems really about cutting services to save money rather than improving recycling rates. Given the choice between having paper and plastic sitting around for an extra week or general waste, I know which my nose would tell me to support - particularly in the summer. It would seem far more sensible as I have previously posted, to extend the scope of materials that are collected or even to make more effort to cut down on unnecessary packaging etc in the first place.
